Refugee Resettlement Program Manager

RAICES seeks to hire a Program manager for the Refugee Resettlement Program. We are looking for an individual with experience in refugee reception, placement, cash assistance and federal match grants. RAICES resettlement services include targeted programming focused on self-sufficiency through employment, case assistance, health and wellness, and gender inclusivity. The primary responsibilities of this position are staff management and strategic program management. This position reports to the Director of the Refugee Resettlement Program and directly supervises the Case Managers, Specialist and Case Aids. This is a full-time position located in San Antonio with secure funding. 

RAICES is a 501(c)(3) nonprofit agency that promotes justice by providing free and low-cost immigration legal services and education to underserved immigrant children, families and refugees in Texas.  We actively advocate for these individuals and do whatever it takes to assist the immigrant community.

Responsibilities and Duties:

  • Serve as the primary leader for all managed programs;
  • Supervise the delivery of all Reception and Placement (R&P) services, Matching Grant (MG) services, Refugee Cash Assistance (RCA) services and Refugee Medical Assistance (RMA) services;
  • Ensure compliance with performance standards and grant requirements, with guidance from  the Resettlement Director;
  • Write reports, conduct analysis of findings and follow up on recommendations;
  • Prepare a monitoring and evaluation report to ensure goals are met;
  • Identify and implement actions to improve program goal attainment as necessary;
  • Lead ongoing quality assurance efforts to ensure compliance with federal, state, and local guidelines;
  • Oversee data tracking and program evaluation tools to monitor program outputs and outcomes;
  • Maintain current and up to date knowledge of US Resettlement Program;
  • Support the Director to recruit resettlement staff;
  • Conduct intensive initial and ongoing training for staff in all aspects of program;
  • Conduct performance evaluations to ensure staff and programmatic goals are met;
  • Lead staff meetings;
  • Support the Director in staff development and empowerment training opportunities;  
  • Work closely with staff to address self-care needs and staff personal and interpersonal boundaries;
  • Submit a yearly program evaluation report to the Program Director;
  • Other duties as assigned.


  • BSW or BA in relevant field (four years of resettlement experience can be substituted for a degree)
  • Experience working in reception and placement, cash assistance and federal match grants for refugees is required;
  • Minimum of two years of project management and staff supervision experience;
  • Experience with Federal grant reporting;
  • Fluent in written and verbal English
  • Demonstrated excellent cross-cultural communication and ability to work in a multicultural setting with patience and compassion with diverse individuals;
  • Demonstrated ability to establish and maintain professional boundaries with staff and clients;
  • Knowledge of trauma-informed practices and strength based case management;
  • Proficient in Microsoft Office Suite, Google Suite and the ability to learn and adapt multiple databases;
  • Must have an affinity for RAICES’ vision and mission.
