Social Programs Associate Vice President 

 

Location: San Antonio, Texas

 

RAICES is seeking an Associate Vice President of Social Programs located in San Antonio, Texas to oversee the day to day programmatic operations of the Bus Station Project, the Refugee Resettlement program and to support and develop the migrant shelter. This role will include program design and development, staff oversight and management and the maintenance of critical San Antonio community partners. 

 

RAICES is a 501(c) (3) non-profit, founded in 1986 and has grown to be the largest immigration legal services provider in Texas, with offices in Austin, Corpus Christi, Dallas, Fort Worth, Houston and San Antonio. RAICES is a frontline organization that believes in a compassionate, people-centered approach to human rights and believes all have the right to migrate. We defend the rights of immigrants and refugees, empower individuals, families and communities and advocate for justice and liberty. 

 

The RAICES social programs department launched in January 2019 and seeks to serve migrant, immigrant and refugee individuals, children and families in the U.S. in need of support with removing barriers in their daily lives, while promoting access to services to ensure all basic needs are met. The social programs department has initiated the development of a comprehensive case management program and a national hotline for referral services. Social programs also comprises of the refugee resettlement program and a bus station project both based in San Antonio. A key programmatic priority for 2020 in social programs is the establishment of a migrant, temporary shelter in San Antonio. 

 

Duties and responsibilities: 

  • Serve as a strategic partner and thought leader to the Social Program Chief Officer and Vice President; 
  • Develop policy, protocol, programming and oversee the migrant shelter in San Antonio, in coordination with the Chief Officer;
  • Establish programmatic goals, objectives and timing for programs and staff;
  • Respond to emergency needs and develop location based processes for emergency and rapid response; 
  • Manage the Bus Station Project, Refugee Resettlement program, Trafficking Victims Program and Shelter; 
  • Manage and build relationships with community stakeholders and serve as the social programs liaison at community and city events;
  • Consult, provide feedback, review performance and coach staff;
  • Review service delivery and data to ensure specified grant deliverables are met and exceed goals;
  • Collaborate with the Director of Strategic Initiatives on operational needs for the department.



Qualifications:

  • Minimum MSW or equivalent or 10 years relevant professional experience 
  • Must have experience with federal grants;
  • Must have program design and development experience or project management experience;
  • Must have demonstrated ability to manage diverse teams;
  • Must have significant experience managing a shelter;
  • Bilingual in English and Spanish is a plus;
  • Excellent writing and computer (Microsoft Office Word, Outlook, PowerPoint, and Excel) and database management skills;
  • Highly organized with ability to develop systems and follow-up processes;
  • Ability to effectively work under pressure and use independent judgment;
  • Must possess strong interpersonal skills and public speaking skills;
  • Must be uncompromising on keeping client confidentiality;
  • Experience working with immigrants and refugees is a plus;
  • Case management, legal and emergency response experience is a plus; and
  • Must have an affinity for RAICES’ vision and mission

 

This position reports to the Chief Social Officer.
