Position Summary:

The Refugee and Immigrant Center for Education and Legal Services (RAICES) seeks to hire a Program manager for the Refugee Resettlement Program. The services, including targeted programming focused on employment, case assistance, health and wellness, and gender. Primary responsibilities focus on staff management, strategic program management, including planning, coordination, oversight of all services and activities, logistical an information management. The Program Manager is responsible for ensuring quality ant timely service provision in compliance with all federal, state, and internal requirements. The Program Manager is responsible for training staff to meet all program requirements. The Program Manager directly supervises the RAICES Refugee Resettlement Case Managers, Specialist and Case Aides.

Scope of Work:

  1. Program Administration and Information Management
  2. Offer Strong and knowledgeable leadership for all managed programs
  3. Supervise the delivery of all Reception and Placement (R&P) services, Matching Grant (MG) services, Refugee Cash Assistance (RCA) services and Refugee Medical Assistance (RMA) services.
  4. Ensure compliance with performance standards and grant requirements, with guidance from Resettlement Director
  5. Prepare monitoring reports, including conducting analysis of findings and following up on recommendations
  6. Develop and Prepare monitoring and evaluation report all program work plans, outputs and outcomes to ensure goals are met. Identify and implement actions to improve goal attainment as necessary
  7. Lead ongoing quality assurance efforts including periodic and timely review of client’s files to ensure compliance with federal, state, and local guidelines
  8. Oversee data tracking and program evaluation tools to monitor program outputs and outcomes
  9. Maintain current and up to date knowledge of US Resettlement Program
  10. Other duties as assigned
  11. Staff Supervision:
  12. Aid and support the Director recruit plan to all RAICES Resettlement staff to ensure the provision of quality resettlement services
  13. Conduct intensive initial and ongoing training for staff in all aspects of program
  14. Conduct performance evaluations to ensure staff and programmatic goals are met
  15. Participate and Lead regular and routine staff meetings
  16. Work closely with Director to organize and implement staff development and empowerment training opportunities
  17. Working closely with staff to address self-case needs in a fast-paced, demanding work environment and ensure appreciation for and adherence to staff personal and interpersonal boundaries
  18. Submit a yearly evaluation report to the Program Director on finding and trend that could affect the program performance and outcome with a strategic plan to adjust those boundaries

Knowledge and Skills:

  1. Knowledge of the U.S. Refugee Resettlement program
  2. Supervisor communication and fluency in written and verbal English
  3. Demonstrated cross-cultural communication with the ability to work in a multicultural setting with patience and compassion with diverse individuals
  4. Ability to work productively and independently in a fast-paced environment and to problem solve and think and act nimbly
  5. Proficient in Microsoft Office Suite and ability to learn and adapt multiple databases
  6. Ability to establish and maintain professional boundaries with staff and clients
  7. Knowledge of trauma-informed practices and strength based case management

Qualifications and Requirements:

  • BSW or BA in relevant field required, MSW or MA preferred
  • Minimum of three years of direct service work, preferably with refugee, asylee, or parolee populations and with survivors of trauma or other vulnerable populations
  • Minimum of two years of project management and/or staff supervision experience
